JOHN M. DONLEY
Senior Construction Consultant

In 1982 John Donley started Donley Construction Consultants (DCC), which has handled projects up to $30 million.  His services include project management, claims analysis and estimating.  John has provided services on more than 500 projects including many school district construction dispute cases, and technical consultation on a full range of projects from single-family residences to large multi-dwelling complexes to public works facilities including hospitals and power-generation plants.

John’s extensive experience includes 25 years in project management for companies such as High-Point Rendel, where acting as Project Manger he handled delay and disruption claims analysis in a wide range of projects, with an emphasis on schools.  He performed all aspects of estimating: conceptual, design, changed conditions and remedial.  John also served as AAA arbitrator and mediator in over 60 matters.  Prior to High-Point Rendel, John was the Project Manager at West Engineers and Associates where he managed the $38 million San Jose International Airport Parking Garage “A” and acted as estimator on Terminal “A”.  His responsibilities included day-to-day administration, review of change orders, negotiation of claims, monitoring schedule and payment requests, monthly reporting and planning with the Airport and City of San Jose Department of Public Works.  In addition, he managed $.5 million acceleration claim and settled a $5.7 million claim.  Prior to joining West Engineers and Associates, John was a Project Manager at Castle Construction Company where he was responsible for estimating and supervising residential and commercial construction projects ranging from $10,000 to $500,000.

Earlier in his career, John was the owner of Donley Construction Company specializing in residential alterations and additions.  He was the Building Official of Belvedere for three years and served 3 other Marin towns in inspections.  He also served an apprenticeship in yacht construction.
